Members of Congress could take a few lessons from members of Gilt City on how to balance the budget: The luxury goods online site offers 60% off of retail.  Ironically, it was launched in response to the last economic downturn.  Guests celebrated their guilty pleasures at Halycon House in Georgetown.  Video below.
